庐江太守李术攻杀扬州刺史严象，庐江梅乾、雷绪、陈兰等各聚衆数万在江淮间，曹操表沛国刘馥为扬州刺史。时扬州独有九江，时庐江、丹阳、会稽、吴郡、豫章，皆属孙氏；馥刺扬州，独有九江耳。馥单马造合肥空城，建立州治，《郡国志》：汉扬州刺史治历阳。今馥移合肥，后又移治寿春，而江左扬州治建业，扬州分矣。造，七到翻。招怀乾、绪等，皆贡献相继。数年中，恩化大行，流民归者以万数。于是广屯田，兴陂堨；堨，于葛翻。以土壅水曰堨。官民有畜，乃聚诸生，立学校；又高为城垒，多积木石，以修战守之备。为孙权攻合肥不能下张本。

丹阳大都督嬀览、郡丞戴员杀太守孙翊。将军孙河屯京城，驰赴宛陵，京城，卽汉吴郡丹徒县也。孙权自吴徙居之，命曰京城，亦曰京口。余谓此「京」，取《尔雅》「丘绝高曰京」之义。宛陵，丹阳郡治所。嬀览、戴员，盛宪之党也。嬀，俱为翻；姓也。舜居嬀汭，其后因以为氏。员，音云。览、员复杀之；复，扶又翻。遣人迎扬州刺史刘馥，馥，曹操所用也。令住历阳，以丹阳应之。历阳与丹阳隔江，使馥来屯，以为声援。
