太常少卿祖孝孫，以梁、陳之音多吳、楚，周、齊之音多胡、夷，於是斟酌南北，考以古聲，少，始照翻。作唐雅樂，凡八十四調、三十一曲、十二和。律有七聲，十二律凡八十四調。隋有皇夏十四曲，孝孫制十二和，以法天之成數，凡三十一曲。十二和者，一曰豫和，二曰順和，三曰永和，四曰肅和，五曰雍和，六曰壽和，七曰舒和，八曰太和，九曰昭和，十曰休和，十一曰正和，十二曰承和。調，徒弔翻。和如字。詔協律郎張文收與孝孫同修定。漢協律都尉，佩二千石印綬。唐協律郎，正八品上，屬太常寺。六月乙酉，孝孫等奏新樂。上曰：「禮樂者，蓋聖人緣情以設教耳，治之隆替，豈由於此？」治，直吏翻。御史大夫杜淹曰：「齊之將亡，作伴侶曲，北齊之時，陽俊之多作六言歌辭，淫蕩而拙，世俗流傳，名為陽五伴侶。陳之將亡，作玉樹後庭花，杜佑曰：玉樹後庭花，堂堂黃鸝留，金釵兩鬢垂，並陳後主所造，恒與宮中女學士及朝臣唱和為詩，太樂令何胥採其尤輕艷者為此曲。其聲哀思，思，相吏翻。行路聞之皆悲泣，何得言治之隆替不在樂也！」上曰：「不然。夫樂能感人，故樂者聞之則喜，夫，音扶。故樂，音洛。憂者聞之則悲，悲喜在人心，非由樂也。將亡之政，民必愁苦，故聞樂而悲耳。今二曲具存，朕為公奏之，為，于偽翻。公豈悲乎？」右丞魏徵曰：「古人稱『禮云禮云，玉帛云乎哉！樂云樂云，鍾鼓云乎哉！』論語載孔子之言。樂誠在人和，不在聲音也。」
