三月丙午，嘉慶節，鄴都留守高行周、天平節度使慕容彥超、泰寧節度使符彥卿、昭義節度使常思、安遠節度使楊信、安國節度使薜懷讓、成德節度使武行德、彰德節度使郭謹、保大留後王饒皆入朝。許之赴嘉慶節上壽，故皆入朝。

壬戌，徙高行周為天平節度使，符彥卿為平盧節度使；甲子，徙慕容彥超為泰寧節度使。

弘肇待侍衛步軍都指揮使王殷尤厚，邠等死，帝遣供奉官孟業齎密詔詣澶州及鄴都，令鎮寧節度使李洪義殺殷，又令鄴都行營馬軍都指揮使郭崇威、步軍都指揮使真定曹威殺郭威及監軍、宣徽使王峻。洪義，太后之弟也。又急詔徵天平節度使高行周、平盧節度使符彥卿、永興節度使郭從義、泰寧節度使慕容彥超、匡國節度使薜懷讓、鄭州防禦使吳虔裕、陳州刺史李縠入朝。急徵諸帥，欲其以從兵衛宮闕。李縠一刺史耳，而亦預徵入朝之數，必其智略聞於時也。以蘇逄吉權知樞密院事，前平盧節度使劉銖權知開封府，侍衛馬軍都指揮使李洪建權判侍衛司事，內侍省使閻晉卿權侍衛馬軍都指揮使。「內侍省」，當作「內客省」。洪建，業之兄也。
