24  | 六月丙戌，命作河橋，欲以濟師。秘書監盧淵上表，以為：「前代承平之主，未嘗親御六軍，決勝行陳之間；行，戶剛翻。陳，讀曰陣。豈非勝之不足為武，不勝有虧威望乎！昔魏武以弊卒一萬破袁紹，事見六十二卷漢獻帝建安五年。謝玄以步兵三千摧苻秦、事見一百五卷晉孝武帝太元八年。勝負之變，決於須臾，不在衆寡也。」詔報曰：「承平之主，所以不親戎事，或以同軌無敵，或以懦劣偷安。今謂之同軌則未然，天下混一，則車同軌，書同文。比之懦劣則可恥，必若王者不當親戎，則先王制革輅，何所施也？周制五輅，革輅，龍勒條，纓五就，建大白以卽戎。鄭氏《注》：革輅，鞔之以革而漆之，無他飾。條，讀為絛。魏武之勝，蓋由仗順；苻氏之敗，亦由失政；豈寡必能勝衆，弱必能制彊邪！」丁未，魏主講武，命尚書李沖典武選。時欲用兵，命沖典武選，銓擇才勇之士。選，須絹翻。 |
