91  | 五月庚申，上謂宰相曰：「卿輩屢言淮、浙去歲水旱，近有御史自彼還，言不至為災，事竟如何？」李絳對曰：「臣按淮南、浙西、浙東奏狀，皆云水旱，人多流亡，求設法招撫，設為法制以招撫流亡之民。其意似恐朝廷罪之者，豈肯無災而妄言有災邪！此蓋御史欲為姦諛以悅上意耳，願得其主名，按致其法。」上曰：「卿言是也。國以人為本，聞有災當亟救之，豈可尚復疑之邪！復，扶又翻。朕適者不思，失言耳。」命速蠲其租賦。上嘗與宰相論治道於延英殿，治，直吏翻。日旰，暑甚，汗透御服，宰相恐上體倦，求退。上留之曰：「朕入禁中，所與處者獨宮人、宦官耳，故樂與卿等且共談為理之要，殊不知倦也。」為理，猶言為治。唐避高宗諱，改治為理。處，昌呂翻。樂，音洛。 |
