《卷四十二》

初，李崇北征柔然，事見前。長史魏蘭根字恵卿，鉅鹿下曲陽人說崇請改鎮為州。蘭根曰：昔縁邊初置諸鎮，地廣人稀，或徵發中原強宗子弟，或國之肺腑，寄以爪牙，中年以來，有司乖實，號曰府戶，役用厮養，官婚班齒，致失清流，而本宗舊類，各居榮顯，顧瞻彼此，理當憤怨，宜改鎮為州，分置郡縣，凡是府戶，悉免為民，入仕次第，悉凖其舊，文武兼用，威恩並施國家，庶無北顧之慮。崇為之奏聞，事寢不報。及破六韓拔陵反，臨淮王彧戰敗，魏主謂崇前奏聞鎮戶非冀之心，致有今日之患，特以崇貴戚重望，故復用之。既而崔暹又敗，廣陽王深復申崇說深上言，自定鼎伊洛，邉任益輕，唯庇滯凡才，乃出為鎮将，轉相模習，專事聚斂，或諸方姦吏犯罪配邉，為之指蹤，政以賄立，邉人無不切齒，及阿那瓌背恩，縱掠發奔命追之，十五萬衆，不日而還，邉人見之，遂輕中國。李崇求改鎮為州，都亦先覺，朝廷未許而㧞陵為亂。此叚之舉，指望銷平，而崔暹隻輪不反，將士之情，莫不解體。今日所慮，非止西北，將恐諸鎮等亦如此，天下之事，何可易量？書奏不省，至是，東西敕勒部皆叛附于㧞陵，魏主始思崇深之言，詔諸州鎮軍，貫籍也非有罪配𨽻者，皆免為民，改鎮為州，以酈道元字善長，範之子。為大使，撫慰六鎮。時六鎮已盡叛，道元不果行。
