五月，夏鎮在徐州府沛縣東北，新河成。初，嘉靖七年，河溢阻運，總河都御史盛應期請于昭陽湖，有大、小二湖相連，北屬山東滕縣，南屬江南沛縣，亦名山陽湖。東別鑿新渠以通漕，廷議從之，㑹應期罷役中止，至四十四年，河大決沛縣飛雲橋，在縣南為徃來津要。分為十數，股潰入昭陽，運道淤塞百餘里，督理河漕尚書朱衡字士南，萬安人。循行應期舊迹，請開南陽鎮名，在兖州府魚臺縣東北。留城，在沛縣東甫，即古留邑，漢張良封此。上下總河都御史潘季馴，字時良，烏程人。不可。衡言是河直秦溝在徐州府銅山縣東北有所束隘，伏秋黃水盛，昭陽受之不為壑也。乃決計開濬，身自督工，重懲不用命者。至是河成，西去舊河三十里，舊河自留城以北經穀亭而至南陽新河，亦自留城而北，經夏鎮而至南陽，與舊河合，謂之夏鎮河。凡百四十里有竒，又引鮎魚諸泉在滕縣南，源出寶峯山，滙諸泉而為淵，西經薛山，因名薛河。沙河，有二：俱在滕縣，在縣北者曰北沙河，源出鄒縣。嶧山在縣南者曰南沙河，即古漷水，源出縣之述山，下流俱入運。注之，築馬家橋隄在沛縣，遏黃水入秦溝，使不東侵，運道乃大通。方工未成，㑹河復決，論者紛然，謂衡故興難成之役以倖功，及工竣，羣議乃息。未幾，山水驟溢，新河決壊漕艘，給事中呉時來言：「新河受費、嶧、鄒、滕諸水，以一隄捍羣流，豈能不潰！宜分之以殺其勢」。□乃開支河四，洩其水入赤山湖。滕、呉時來，以遺詔復故官。赤山湖在 縣西南，與微山、韓莊諸湖相連。
