119  | 積信西門豹為鄴令，倉無積粟，府無儲錢，兵甲官無計㑹人數，言其過於文侯，文侯身往行，其縣果若人言，文侯曰：「翟黃、任子治鄴大亂，子能變道，則可不能。將加誅於子西門。豹曰：「王主富民，霸主富武亡國富府庫，今君欲為霸者也，臣敢為績於民，君以臣，臣請先登皷之甲兵，粟米可立具也」。乃登城而皷之，致甲笴操兵弩而出，再皷服捷，載粟米而出，文侯曰：「罷之西門」。豹曰：「信非一日積也，一舉而欺之，其後不可復用也。燕嘗侵魏入城，臣請北擊之，以復侵地，遂舉兵擊燕，復地而後反増秩，昭帝時，蒙人焦貢為小黃令，路不拾遺，囹圄空虛，詔遷貢百姓，揮涕守闕，求索還貢，天子聴増貢之秩，千石貢之，風化猶存，其民好學多貧，此其風也蝗不入界。卓茂字子康，為宓令，勞心諄諄，視人如子，吏人親愛而不忍欺之，數年，教化大行，道不拾遺。平帝時，天下大蝗，河南二十餘縣皆被其災，獨不入宓縣界，督郵言之，太守不信，自出案行見，乃服焉。光武初即位，先下詔曰：「前宓令卓茂束身自修，執節淳固，誠能為人所不能為。夫名冠天下，當受天下重賞，今以茂為太傅，封褒徳侯」。」 |
