先是，廷臣爭請建儲，得㫖于二十年春舉行，至是，工部主事張有徳預以儀注，請帝怒奪有徳俸，時申時行方在告，許國與王家屏慮事中變，欲因而就之，引前㫖，爭首列時行名，時行聞帝怒，密疏言臣方在告，實不與知，給事中羅大紘劾時行陽附廷臣請立之議，隂為自交宮掖之謀。歙人黃正賓者，以貲為中書舍人，思立竒節，自附清流，見大紘疏，亦抗章詆時行，帝怒，斥大紘、正賓為民，時行力求罷，而國與家屏又以建儲請，帝責大臣不當與小臣比，遂罷國，未㡬，時行亦罷，國素與時行無嫌，然性木強，遇事輒發，力詆言事諸臣，士論頗不附浩爾，齊犯邊時，行主欵國，獨謂寇渝盟犯順，宜一大創之，帝心然國言以時行方柄政，不能奪㑹，時行門生給事中任讓論國庸鄙，而國門生萬國欽又論時行，以圖報復，至是國與時行並罷，論者謂國之去，以爭執差，勝于時，行之以被劾去也。初，張居正卒時，行與張四維相繼當國，時行欲以寛大收人心，召用老臣，布列庶位，朝論多稱之，然政令務承帝㫖，不能有所匡正，又罷居正所行考成法，一切務為簡易，由是上下恬熙，法紀漸不振，國在閣九年，廉慎自守，故累遭攻擊，不能被以汙名質實，張有徳，祥符人。羅大紘，字公廓，吉水人。萬國欽，字二愚，新建人。以趙志臯為禮部尚書，張位為吏部侍郎，並兼東閣大學士，預機務。
