錫爵初還朝，申時行為首輔，許國錫爵次之，三人皆南畿人，錫爵又與時行同郡，且同舉進士，政府相得甚然，時行柔和，而錫爵性剛負氣。十六年，子衡舉順天試第一，郎官高桂、饒伸論之，錫爵連章辯訐語過忿，桂、伸皆得罪，以是積與廷臣忤。時羣臣請建儲者衆，帝皆不聴。十八年，錫爵疏請豫教元子，録用言官姜應麟等，不報，遂因旱災，自陳乞罷，帝優詔留之。及浩爾齊犯邊，議者爭請用兵，錫爵與申時行主欵失，帝意未㡬，又偕同列請建儲，不得，尋以母老，連疏乞歸，許之。質實，饒伸，字仰之，進賢人。論王衡舉順天試第一，時庶子黃洪憲典順天鄉試，時行壻李鴻亦預選，桂●可疑者八人，并及衡，請俱覆試，禮部侍郎于慎行列甲乙以上閣臣調旨盡留之。衡字辰玉，少有文名，為舉首才，自稱因被論，遂不復㑹試。至二十九年，錫爵罷官已久，始舉㑹試第二人，廷試亦第二，授編修。黃洪憲，字懋忠，嘉興人。秋，畿內蝗。
