永平元年春正月戊戌，颍川太守王神念奔于萧衍。二月辛未，勿吉、南天竺国并遣使朝献。

冬十月丁丑，婆比幡弥、乌苌、比地、乾达等诸国并遣使朝献。十有一月甲午，宕昌国遣使朝献。己亥，诏李崇、奚康生等治兵寿春，以分朐山之寇。戊申，难地、伏罗国并遣使朝献。朐城陷，卢昶大败而还。十有二月壬申，诏曰：「进善退恶，治之通规；三载考察，政之明典。正始二年以来，于今未考，功过难齐，宁无升降？从景明二年至永平四年，通考以闻。」戊子，大罗汗、婆来伽国遣使朝献。

肃宗孝明皇帝，讳诩，世宗宣武皇帝之第二子。母曰胡充华。永平三年三月丙戌，帝生于宣光殿之东北，有光照于庭中。延昌元年十月乙亥，立为皇太子。
