34  | 三年春正月乙未，車駕次於女水，大饗群臣，班賜各有差。戊戌，馮文通遣其給事黃門侍郎伊臣乞和，帝不許。丙辰，金當川反。楊難當克漢中，送雍州流民七千家於長安。二月丁卯，蠕蠕吳提奉其妹，並遣其異母兄禿鹿傀及左右數百人朝貢，獻馬二千匹。戊寅，詔曰：「朕承統之始，群兇縱逸，四方未賓，所在逆僭。蠕蠕陸梁於漠北，鐵弗肆虐於三秦。是以旰食忘寢，抵掌扼腕，期在掃清逋殘，寧濟萬宇。故頻年屢征，有事西北，運輸之役，百姓勤勞，廢失農業，遭離水旱，致使生民貧富不均，未得家給人足，或有寒窮不能自贍者，朕甚愍焉。今四方順軌，兵革漸寧，宜寬徭賦，與民休息。其令州郡縣隱括貧富，以為三級，其富者租賦如常，中者復二年，下窮者復三年。刺史守宰當務盡平當，不得阿容以罔政治。明相宣約，咸使聞知。」辛卯，車駕還宮。 |
