3  | 秋七月癸巳，太尉乙渾為承相，位居諸王上，事無大小，皆決於渾。九月庚子，曲赦京師。丙午，詔曰：「先朝以州牧親民，宜置良佐，故敕有司，班九條之制，使前政選吏，以待俊乂，必謂銓衡允衷，朝綱應敘。然牧司寬惰，不祗憲旨，舉非其人，愆於典度。今制：刺史守宰到官之日，仰自舉民望忠信，以為選官，不聽前政共相干冒。若簡任失所，以罔上論。」是月，劉子業征北大將軍、義陽王劉昶自彭城來降。 |
