40  | 夏四月己酉，詔以武川鎮饑，開倉賑恤。甲子，詔曰：「聖人濟世，隨物污隆，或正或權，理無恆在。先朝以雲駕甫遷，嵩基始構；河洛民庶，徙舊未安，代來新宅，尚不能就；伊闕西南，群蠻填聚；沔陽賊城，連邑作戍；蠢爾愚巴，心未純款，故暫抑造育之仁，權緩肅奸之法。今京師天固，與昔不同。楊郢荊益，皆悉我有；保險諸蠻，罔不歸附；商洛民情，誠倍往日。唯樊襄已南，仁乖道政，被拘隔化，非民之咎。而無賴之徒，輕相劫掠，屠害良善，離人父兄。衍之為酷，實亦深矣。便可放彼掠民，示其大惠，舍此殘賊，未令之愆。並敕緣邊州鎮，自今已後，不聽境外寇盜，犯者罪同境內。若州鎮主將，知容不糾，坐之如律。」五月，高麗國遣使朝獻。辛丑，帝以旱故，減膳徹懸，禁斷屠殺。甲辰，幸華林都亭，親錄囚徒，犯死罪已下降一等。六月，高昌國遣使朝獻。辛亥，詔曰：「江海方同，車書宜一。諸州軌轍南北不等，今可申敕四方，使遠近無二。」 |
