7  | 冬十月，蠕蠕犯塞，及於五原。十有一月，太上皇帝親討之，將度漠襲擊。蠕蠕聞軍至，大懼，北走數千里。以窮寇遠遁，不可追，乃止。丁亥，封皇叔略為廣川王。壬辰，分遣使者巡省風俗，問民疾苦。帝每月一朝崇光宮。十有二月庚戌，詔曰：「《書》云：『三載一考，三考黜陟幽明。』頃者已來，官以勞升，未久而代。牧守無恤民之心，競為聚斂，送故迎新，相屬於路，非所以固民志，隆治道也。自今牧守溫仁清儉、克已奉公者，可久於其任。歲積有成，遷位一級。其有貪殘非道、侵削黎庶者，雖在官甫爾，必加黜罰。著之於令，永為彞準。」詔以代郡事同豐沛，代民先配邊戍者皆免之。 |
