16  | 三月丁未，觀馬射於中山。所過郡國賜復一年。丙辰，車駕還宮。起太華殿。乙丑，東平王陸俟薨。夏五月壬戌，詔曰：「朕即阼至今，屢下寬大之旨，蠲除煩苛，去諸不急，欲令物獲其所，人安其業。而牧守百里，不能宣揚恩意，求欲無厭，斷截官物以入於己，使課調懸少，而深文極墨，委罪於民。苛求免咎，曾不改懼。國家之制，賦役乃輕；比年已來，雜調減省。而所在州郡，咸有逋懸，非在職之官綏導失所，貪穢過度，誰使之然？自今常調不充，民不安業，宰民之徒，加以死罪。申告天下，稱朕意焉。」六月丙申，畋於松山。 |
