21  | 九月戊辰，詔曰：「夫褒賞必於有功，刑罰審於有罪，此古今之所同，由來之常式。牧守蒞民，侵食百姓，以營家業，王賦不充，雖歲滿去職，應計前逋，正其刑罪。而主者失於督察，不加彈正，使有罪者優游獲免，無罪者妄受其辜，是啟奸邪之路，長貪暴之心，豈所謂原情處罪，以正天下？自今諸遷代者，仰列在職殿最，案制治罪。克舉者加之爵寵，有愆者肆之刑戮，使能否殊貫，刑賞不差。主者明為條制，以為常楷。」儀同三司、敦煌公李寶薨。冬十有二月戊申，詔曰：「朕承洪業，統御群有，思恢政化，以濟兆民。故薄賦斂以實其財，輕徭役以紓其力，欲令百姓修業，人不匱乏。而六鎮、雲中、高平、二雍、秦州，遍遇災旱，年穀不收。其遣開倉廩以賑之。有流徙者，諭還桑梓。欲市糴他界，為關傍郡，通其交易之路。若典司之官，分職不均，使上恩不達於下，下民不贍於時，加以重罪，無有攸縱。」 |
