4  | 天禧二年春正月乙未朔，永州大雪，六晝夜方止，江陵溪魚皆凍死。 己亥，以趙安仁為御史中丞、兼尚書右丞、左右丞、兼中丞始此。 庚子，芝草生真遊殿。及皇后所居崇徽殿，帝作歌詩示宰相。 辛亥，幸元符觀、資善堂，宴従臣及壽春郡王府官屬，出御製賜壽春郡王恤黎民等歌、元符觀資善堂等記頌，并出壽春郡王詩什、筆翰示宰相。 戊午，王欽若等上天禧大禮記四十卷。 己未，詔諸路灾傷州軍並設粥賤糶官粟，以惠貧民。 二月丁夘，以昇州為江寧府，置軍曰建康。命皇子壽春郡王為節度使，加太保，封昇王。先是，宰臣屢言王性聰悟，好學樂善，孝謹彌篤，逈然老成，而未正封爵，中外人情，咸所屬望，願早議崇建。帝謙譲久之，洎固請再三，乃許焉。 戊辰，以壽春郡王友張士遜、崔遵度並為昇王府諮議參軍，左正言、直史館晏殊為記室參軍。 庚午，右正言劉燁請自今言事許升殿面對，従之。 壬午，對右正言劉燁、魯宗道于承明殿，凡八刻。 三月壬寅，帝謂宰臣曰：「近日疆陲肅靜，民亦安阜」。向敏中對曰：「陛下以徳綏懷，無逺不服，但邉境雖安，而兵數未減，慮多冗費」。帝曰：「今京師兵可議，裁减存其精鋭」。敏中等曰：「軍額漸多，農民轉耗，近准詔已住召募，或斥去疲老，則冗食漸少」。帝曰：「卿等常冝講求，務在經久也」。 |
