臣謹按道家者流,本出於黃帝、老子。其道以清淨無為為宗,以虛明應物為用,以慈儉不爭為行,合於《周易》「何思何慮」、《論語》「仁者靜壽」之說,如是而已。自秦、漢以來,始用方士言,乃有飛仙變化之術,《黃庭》、《大洞》之法,太上、天真、木公、金母之號,延康、赤明、龍漢、開皇之紀,天皇太一、紫微、北極之祀,下至於丹藥奇技,符硇∈,皆歸於道家,學者不能必其有無。然臣嘗竊論之。黃帝、老子之道,本也。方士之言,末也。修其本而末自應。故仁義不施,則韶之樂,不能以降天神。忠信不立,則射鄉之禮,不能以致刑措。漢興,蓋公治黃、老,而曹參師其言,以謂治道貴清靜,而民自定。以此為政,天下歌之曰:「蕭何為法,我若畫一。曹參代之,守而勿失。載其清靜,民以寧壹。」其後文景之治,大率依本黃、老,清心省事,薄斂緩獄,不言兵而天下富。

臣觀上與太皇太后所以治天下者,可謂至矣。檢身以律物,故不怒而威。捐利以予民,故不藏而富。屈己以消兵,故不戰而勝。虛心以觀世,故不察而明。雖黃帝、老子,其何以加此。本既立矣,則又惡衣菲食,卑宮室,陋器用,斥其贏餘,以成此宮,上以終先帝未究之志,下以為子孫無疆之福。宮成之日,民大和會,鼓舞謳歌,聲聞於天,天地喜答,神爬錘瘢祝史無求,福祿自至,時萬時億,永作神主。故曰「修其本而末自應」,豈不然哉!臣既書其事,皇帝若曰:「大哉太祖之功,太宗之德,神宗之志,而聖母成之。汝作銘詩,而朕書其首曰上清儲祥宮碑。」臣軾拜手稽首獻銘曰:
