1  | 元祐元年八月四日，朝奉郎試中書舍人蘇軾狀奏。准中書錄黃，先朝初散青苗，本為利民，故當時指揮，並取人戶情願，不得抑配。自後因提舉官速要見功，務求多散，諷脅州縣，廢格詔書，名為情願，其實抑配。或舉縣勾集，或排門抄札；亦有無賴子弟，謾昧尊長，錢不入家；亦有他人冒名詐請，莫知為誰，及至追催，皆歸本戶。朝廷深知其弊，故悉罷提舉官，不複立額，考校訪聞，人情安便。昨於四月二十六日，有敕令給常平錢斛，限二月或正月，只為人戶欲借請者及時得用。又令半留倉庫，半出給者，只為所給不得輒過此數。至於取人戶情願，亦不得抑配，一遵先朝本意。慮恐州縣不曉朝廷本意，將為朝廷複欲多散青苗錢穀，廣收利息，勾集抑配，督責嚴急，一如向日置提舉官時。八月二日，三省同奉聖旨，令諸路提點刑獄司告示州縣，並須候人戶自執狀結保赴縣乞請常平錢穀之時，方得勘會，依條支給，不得依前勾集抄札，強行抑配。仍仰提點刑獄常切覺察，如有官吏以此違法騷擾者，即時取勘施行。若提點刑獄不切覺察，委轉運安撫司覺察聞奏，仍先次施行者。 |
