三年辛卯春二月，克鳳翔，攻洛陽、河中諸城，下之。夏五月，避暑于九十九泉。命拖雷出師寶雞。遣搠不罕使宋假道，宋殺之。復遣李國昌使宋需糧。秋八月，幸雲中。始立中書省，改侍從官名，以耶律楚材為中書令，粘合重山為左丞相，鎮海為右丞相。是月，以高麗殺使者，命撒禮塔率師討之，取四十餘城。高麗王皞遣其弟懷安公請降，撒禮塔承制設官分鎮其地，乃還。冬十月乙卯，帝圍河中。十二月己未，拔之。

太宗三年八月，命撒禮塔征其國，國人洪福源迎降于軍，得福源所率編民千五百戶，旁近州郡亦有來師者。撒禮塔即與福源攻未附州郡，又使阿兒禿與福源抵王京，招其主王，遣其弟懷安公王侹請和，許之。置京、府、縣達魯花赤七十二人監之，遂班師。十一月，元帥蒲桃、迪巨、唐古等領兵至其王京，遣使奉牛酒迎之。十二月一日，復遣使勞元帥于行營。明日，其使人與元帥所遣人四十餘輩入王城，付文牒。又明日，遣王侹等詣撒禮塔屯所犒師。
