51  | 太宗以武德九年八月甲午即位，十二月癸未，謂司空裴寂曰：「比有上書奏事，條數甚多。朕總粘之屋壁，出入觀省，所以孜孜不倦者，欲盡臣下之情。每一思治，或二更方寢，亦望公輩用心不倦，以副朕之心也」。貞觀二年五月癸丑，謂侍臣曰：「書不云乎，天生民有欲，無主乃亂，故樹君以治之。然而不能獨治，必藉良佐以相輔弼。朕今臨御天下，子養生民，思弘君道，以安百姓。卿等豈不見隋主為君，不恤民事？君臣失道，民叛國亡，公卿貴臣，暴骸原野，毒流百姓，禍及其身。朕每念及於斯，未嘗不忘寢輟食。所以師古作法，不敢任情，欲共卿等不為逸豫，唯務治民，須君臣相體，善惡必陳。聞公卿以下，皆難於言。朕豈開延之道有所不盡乎？」敕中書令侍中於朝堂受詞訟，眾庶以上有陳事者，悉令封上。帝皆親覽焉。 |
