45  | 十六年八月癸酉，詔曰：「夫文、武之道，自古並行，威福之施，必出相藉。故三五至仁，尚有征伐之事。夏殷明砦、瓷岊甲之行。然則天下雖平，忘戰者殆不教民戰，是謂棄之。是以周立司馬之官，漢署將軍之職，皆所以輔文強武，威肅四方者矣。國家雖崇文以懷九服，修武以寧八荒，然於習武之方，猶為未盡。今則訓文有典，教武闕然。將於馬射之前，先行講武之式，可敕有司豫修場壇。其列陣之儀，五戎之數，別俟後敕」。十七年六月丁巳，講武。 |
