22  | 永隆二年正月己亥，詔曰：「朕聞受上天之命者，其道在乎愛人。處皇王之位者，其功先於濟物。然則所修在德池，羈梢約倨，度慫寶惟賢，珍玩不足奉諸已。自朕臨馭天下三十餘年，永念黎元，情深撫育。頻頒制命，猶未遵行，所有差科，尚多勞擾。關中地狹，衣食難周，山東遭澇，糧儲或少，刺史縣令，寄以字人。長史司馬，職惟毗贊。若能恤隱求瘼，清直無私，則囹圄于是空虛，鰥寡自然蘇息。而在外官司，罕能奉法，志存苟且，不舉綱維。欲使訟息刑清，家給人足，無為而化，其路何繇？今當勵精求政，先身理物，救乏砦，拮藻羌霸，鬥蒼阱際，宜識至懷。其殿中太僕寺馬，並令減送群牧。諸方貢獻物及供進口味，百司支料，並宜量事減省。雍、岐、華、同四州六等已下戶，宜免兩年地稅。河北澇損戶常式蠲放之外，特免一年調。其有屋宇遭水破壞及糧食乏絕者，令州縣勸課助修，并加給貸。 |
