9  | 三年正月，陝西邊盜王子順、苗美連逃兵掠綏德，眾三四千，南圍韓城。總督楊鶴、巡撫劉廣生提兵赴援，斬首三千級。賊遁，復犯清澗，官兵追逐之，賊走西川，官兵追擊，降三百餘人，餘大奔。苗美叔苗登霧嘯聚于安定，總兵杜文煥擊敗之。先是，萬曆時，朝廷念西軍勞苦，預給三月糧，以為常。崇禎二年，秦大旱，粟騰貴，軍餉告匱。延綏巡撫楊鶴、甘肅巡撫梅之煥分道勤王，兩軍復以稽餉而嘩，其潰卒畏捕誅，亡命山谷間，倡饑民為亂。時東事益急，廷議核兵餉，各邊鎮咸釐汰裁餉至數十萬，乘障兵咸噪而下。又以給事中劉懋請裁定驛站，即給郵乘傳有額，毋濫用縣官錢，歲省費無算，謂蘇民力也。而河北游民向籍食驛糈，用是益無賴，歲不登，無所得食，所在潰兵煽之，而全陝無寧土矣。 |
