43  | 夏四月，命南京守备太监孙象贤、张云汉同兵部尚书范景文清核兵马械杖。总监太监高起潜行部，永平道刘景耀、关内道杨于国俱耻行属礼，上疏求免。上谓总监原以总督体统行事，罢于国，降景耀二级，以后监司皆莫敢争。时监止之设，止多一扣饷之人，监视欲满，则督、抚、镇、道皆有所恃，以饬功掩过，故边吏皆乐有监视，而上方倚任中官，不察也。 |
