12  | 乙卯，朝散郎廖剛為尚書吏部員外郎。時辛企宗奏剛招安余，汝霖不當剛，上疏自辨。上曰：「近數訪問䑓諫及上殿士人，皆言剛有守，必不與賊交通。富直柔、范宗尹又稱其賢」。乃有是命。 中書舍人林遹轉對，論：「金雖北去，安知不示弱以怠我師，候秋髙馬肥，遣李成招集瀕淮飢民，呼吸羣盜，侵軼江南，徐遣勁騎由真揚、福山擣虛浙右，願乗此時，聚衆積粟，蒐將閲士，以備防秋之計。今日之弊，在於兵不習戰，將不肅命，財用殫匱，民食艱鮮，州縣以軍興為名，而掊取無度，此廼腹心之深病，政事所當先，而盜賊縱橫尚為病，在四肢可以漸去也，惟陛下與大臣汲汲講圖之」。 初，五湖捕魚人夏寧聚其徒為盜，後有衆千餘，専掠人以為食。郭仲威嘗招之，不應命，至是受劉光世招安。又有仲威餘黨出沒于淮南，亦受光世招安，皆令來長蘆竢舟以濟。寧等無食，半月之間，復陷萬餘人。是日，始具舟迎之，由是江北鄉村愈覺凋殘矣。 |
