16  | 辛亥，頒真宗御製文武臣僚七條扵郡縣。 福建安撫大使張浚等奏乞措畫賑濟事。上曰：「賑濟本為貧民，近世止及城郭，而鄉村之民未嘗及之。須令州縣雖僻處亦分委官吏，必躬必親，則下戶皆霑實恵矣」。 起居郎張宦權尚書吏部侍郎。 起居舍人李易守起居郎，尚書司封郎中郭孝友為起居舍人。 廣南東路兵馬鈐轄、殿前司催鋒軍統制韓京陞充本路兵馬副總管、兼汀、漳、䖍、吉州捉殺盜賊。時劇盜謝花三為亂，故命京討之，仍聴福建大帥張浚節制。 |
