19  | 辛酉，御史中丞何鑄論薦舉改官之弊，以為：「多以親故勢賄賂得之，而有治行之人，終老選調，徒長奔競，無補得人。望詔有司罷去保官之令，専用考課之法，闗陞改官，各以四考為限，有過犯則量事展考以別流，品嵗限員嵗數，以防猥并，庶寒畯之士無淹滯之歎」。事下吏部，不果行。甲子，右正言万俟卨論營田官莊附種之弊，以為：「官莊設即百里之民應籍者皆赴莊以待耕耨，已業荒廢，多不能舉。附種行則㪷升之種，戶給扵民散歛之擾，率以為常。欲望逐路選委強明監司一人，遍行郡縣，應有營田去處，覈實均放。其帥臣隱蔽不肯公共商㩁者，並許按覈以聞」。上曰：「卨所論極當，大凡營田，須軍中自為之，則不歛扵民而軍食足。若使民舍己之田，營軍之田，恐甚扵歛民之為虐也」。乃詔領營田監司措置。 詔淮北宣撫判官劉錡募兵効萬人。時錡軍及韓世忠、岳飛皆造軍器，所乞牛皮至十餘萬，張郡邑往往殺牛以應命，言者請蠲其數目，詔工部措置。 |
