甲戌，給事胡安國進兼侍讀，給事中程瑀、中書舍人陳與義並兼侍講。上令安國兼讀《春秋，仍諭以「隨事解釋，不必作義，朕将咨詢」。中興聖政臣留正等曰：易之文言曰：君子學以聚之，問以辨之，寛以居之，仁以行之，而下文繼之曰：君徳也。蓋人君之徳，莫大於學問寛也者，所以居是學問者也。仁也者，所以行是學問者也，學則必有思，思則必有疑，疑而問，問而辨，辨而明、明而廣大，昭徹與天地等，得失是非不能為之亂，賢否忠佞不能為之惑，欲帝而帝欲王而王，惟所擇而用之，無不如意。夫是之謂君徳堯舜、禹、湯、文、武之所以汲汲也，仰惟太上皇帝以天縱之聖，當艱難之初，萬㡬之繁，日不暇給，而留神六籍，退託不眀，申命講臣，無為義訓，隨事解釋，用將咨詢焉。嗚呼！兹徳之盛，所以與堯、舜、禹、湯、文、武相望於千百載之上也。　監察御史劉一止試起居郎，一止在䑓中，嘗言人材進用太遽，而仕者或不由銓選，朝士入而不出，在外雖有異能，不見召用，執親喪非軍事，至起復為州縣官，皆僥倖不塞之故，又請選近臣曉財利者，倣劉晏法於瀕江置司，自辟官吏以制國用，鄉村皆置義倉，以備水旱，及増重，監司、轉運副使、提㸃刑獄，皆以嘗任侍從官為之，所言雖不即行，後多採用。　中書門下省檢正諸房公事黃龜年、右司員外郎劉棐，並充修政局檢討官。　省淮東提刑司，以其事歸提舉司。　樞宻院計議官薛徽言論明州湖田利害，詔「上田稅每畆増租為四斗，以其所増與下田對豁中等田如舊，內低下處，復廢為湖」。徽言，永嘉人也。
