16  | 丁丑，詔兩浙漕臣梁汝嘉措置鎮江府縣酒稅務，以其錢助劉光世軍費。 右宣教郎、知無為軍王彥恢言：「建康、古都乃用武之地，欲保建康，必內以大江為之控扼，外以淮甸為之藩籬，又必措置兵食，以贍國費。然大江以南，千里浩渺，决欲控扼，非戰艦不可，大江以北，萬里坦途，欲遏長驅，非戰車不可，舒廬滁和，良疇百萬，欲措置軍食，非營田不可，舟車之法，以輕㨗為上。彥恢所制飛虎戰艦，傍設四輪，毎輪八檝，四人旋斡，日行千里，又有神武戰車下安四輪，畧同飛虎頂，張布帷，以避矢石，傍斜衝擊，其用如神，又有拒馬車一人之力，可以轉用，比之䝉衝偏箱鹿角，此尤至要，淮西良疇不可以數計，不湏朝廷給本，秪以有無相濟，併力營田，計其戸口，什一養兵，則淮西可以守矣！如許令彥恢招兵教習，只乞那融淮西數州財賦，可足舟車之用，及以數州秋成，所得那融營田，可足兵食之費，萬一今秋金人長驅深入，及盗賊猖獗，彥恢當以此舟車推鋒陷陳，以此士卒，斬将搴旗，以此種蒔，飛芻輓粟，保守淮疆，决無疎失」。詔彥恢就本軍措置。 |
