10  | 辛丑，左司諌吳表臣言：「大江之南，上自荊鄂，下至常潤，不過十郡之間，其要𦂳處，不過七渡，上流最急者三，荊南之公安、石首，岳之北津，中流最𦂳者二，鄂之武昌、太平之采石，下流最𦂳者二，建康之宣化，鎮江之𤓰洲是也。惟此七渡，當擇官兵修器械，其餘數十處，或道路迂曲，或水陸不便，非大軍徃來徑㨗之處，略為之防足矣。又十郡之間，地不過三千餘里，有一州，占江面五百里者，有占百餘里者，逺近多寡勞逸，大不均，如七處渡口外，冝每縣分定百里，專令巡尉守之，則力均而易守」。詔以付㳂江守帥。 初，命尚書倉部員外郎成大亨等四人催督江、浙諸路夏稅物帛，而使者以趣辦為功，至有五月初已到行在，論者以為擾民，於是前所降州縣催督官吏及受納管押等官推賞指揮並罷。 中書言：「東南州縣鄉兵多，因私置紙甲而嘯聚，作《過熈寧編敕令》，有若私造紙甲五領者絞，乞著為令」。從之。 |
