19  | 戊申，宰執進呈次，上曰：「夜來太史奏彗出井宿間，朕當避殿損膳，以荅天戒。深慮朝政尚多闕失，或民情疾苦，無由上逹，可降詔述此意，許士庶實封陳言，務盡應天之實」。遂下詔曰：「太史言彗出東方，朕甚懼之，已避殿減膳，側身省愆，尚慮朝政有闕失，民間有疾苦，刑獄有寃濫，官吏有貪殘，致傷和氣，上千垂象，可許令士庶實封陳言，詣登聞檢院投進，仍令諸路監司、郡守，條具便民寛恤，合行事件聞奏，提㸃刑獄官躬詣所屬州縣，詳慮决遣，將枝蔓干連之人，日下踈放，務施實惠，以盡應天之實」。 詔今後選人初改官，令吏部依法注知縣、縣丞差遣，奏補承務郎已上人，並須實歴親民知縣、縣丞一任，方許闗陞通判。言者論貴遊子弟，干求堂除，便用屬官差遣，理當親民故也。 |
