31  | 壬辰，言者奏：「吏部依格注授縣令，多不得人，望倣祖宗故事，於京朝官及判、司、簿、尉有考第人內，令兩省、臺諌、卿監、郎官各舉所知一二人充江、浙、荊湖、福建繁難縣令，仍令監司、郡守察其治狀，連銜以聞。如果有美政，京朝官則増秩再任，選人則減舉主就任磨勘，其他擢用，固在臨時。若此數路得宜，則兩淮、四川、二廣皆可次第而行矣。吏部請卿監以上聽保舉，如有恵民實迹，監司、郡守連銜奏聞，並陞一任，仍以山隂等知縣四十闕依舊歸堂。其見任老疾或不任職人，令監司、郡守體量與祠廟」。詔給舎詳議以聞。 忠訓郎楊賡為閤門祗候、利州路第五將，賡政子特録之。甲午，尚書右僕射湯思退遷左僕射，參知政事陳康伯守右僕射，並同中書門下平章事。上謂康伯曰：「卿靜重明敏，一語不妄發，真宰相也。今與思退共政，如有可否，不憚商量」。康伯曰：「大臣論國事，進退人材，自當用心，若媕婀取容，植黨以自固，臣不敢也」。故事，宰臣初除，例賜銀絹。至是，思退等辭，上曰：「此舊格，何足辭思？」退等言：「今國用匱乏，自人主及百司皆當節省，庶㡬有濟。臣等若盡受，何以風百僚？力請減半」。上從之。 省樞密院機速房。 |
