14  | 丙午，左承議郎、主管亳州明道宫王公彥進秩二等，以元符上書入籍故也。自是黨人見在者皆遷官。丁未，手詔曰：「六官之長，是謂佐王，理邦國者，其惟銓衡乎！今自艱難以來，士大夫流離契闊，有徒跣而赴行在者。聞邇來注擬牓闕之際，姦弊百出，貨賂公行，寒士困苦，安得如毛玠清公，使天下之士莫不以亷潔自厲！三省可行措置，除去其弊，栢臺嚴加紏察」。 初，上以吏部注擬多弊，寒士困苦，手詔戒飭，畧曰：「安得如皇甫鎛之流，鈐制吏姦，除其弊源？」既而上以鎛迎合貢羡，恐臣下有疑，翌日，御筆改用毛玠事，且諭朱勝非曰：「他時詔語未當，三省便可進呈改定」。徐俯曰：「此所以見盛徳」。三省言注擬藏闕，申請徼倖，去失問難，刷闕㓕裂，闗㑹淹延，審量疑似，給付邀求，保明退難，凡八事，令本部七司措置闗防，從之。 |
