7  | 甲申，侍御史魏矼入對，論：「遴擇羣才，隨宜噐使，考之僉論，揆之已試，毋分朋類，毋狥愛憎，上自廟堂，次及將帥侍從，下至百司庶府，外至郡守監司，各因其才而任之，則天下之務粲然舉矣，抑臣聞之。陸贄有言：覈才取吏，有三術焉：一曰㧞擢以旌其異能，二曰罷黜以紏其失職、三曰序進以謹其官守。欲望陛下因任之外，更取是三術而力行之，則用人之道，罔不周盡」。矼又言：「國家養兵多矣，其屯行在者實三之一，諸將間有不鈐束其下，一兩月來，造言惑衆者有之，擒人彊刺者有之，或以取質為名，劫持財物，或因採樵之役，殺傷人民，訟牒紛紛，朝廷雖送臨安府、大理寺根治，而主名不獲，非府寺所能辦也。臣竊攷自古善用兵將者必也，宰執因其事機而御之有道，臺諫乗其闕失而言之當理，是以國能御將，將能使兵？綱紀既張，人主可垂拱而治矣」。因舉唐韋處厚、李徳裕、李勉溫造事為證，上納其言。乙酉，輔臣進呈，上曰：「朝廷當為官擇人，不可為人擇官。矼論隨宜噐使，正得用人之道。胡松年指䟽中語曰：「朝廷用人，誠能毋分朋類，毋徇愛憎，則大公至正之道行矣，天下幸甚！」乃詔前章令三省遵守，次章劄與諸將，賜矼五品服。戊子，趙鼎改都督川、陜、荊襄諸軍事。先是，鼎因奏事言：「臣今所行與呉玠為同事，或當節制之邪？」上悟。是日，輔臣進呈，朱勝非以疾不入，孟庾、胡松年言：「鼎使名與王似、盧法原、吳玠相似，請易一使名」。上顧鼎曰：「此是朕不思不曾與大臣商議所以然者，使卿知出自朕意，別無嫌疑」。鼎奏荊、襄乃川、陜後門，勢須兼領，上以為然，故有是命。 |
