12  | 甲午，尚書省言：「大理寺左斷刑實議法所在，天下奏獄皆經取決，其間刑名實有疑慮者，自丞評已上，次第咨稟，或聚㕔會議。如各執所見，本寺不能從，不免廵白刑部，本部即合依公與決，如不能決，方合上省。舊來每嵗之間不過三五件，其所稟讞，並是議論精確，適合情法，可為規例。近來法寺畏其䟽駁，全不任責丞、評謾各立說，卿正以次隨而書之，次第上之朝廷，坐待處分，方行擬斷，遂致往復，淹延刑禁」。詔：「刑、寺自今獄案，如刑名輕重委有疑惑，即依例廵白，令刑部與決行下，又不能決聽上都省。若有妄作疑難，立議不當之人，當議黜責」。乙未，左宣教郎、守尚書吏部貟外郎魏良臣為左朝散郎，充大金國軍前奉表通問使。武徳郎、閤門宣賛舍人王繪為武顯大夫，副之。仍命良臣假工部侍郎，繪假右武大夫、果州團練使，各賜金帶一裝、錢千緡，官其家三人，傔從有官者進秩四等，白身人補初品官以行。 詔以餘杭縣南上、下湖地置孶生牧馬監。命臨安府守臣兼提舉，每馬五百匹為一監，牡一而牝四之。嵗産駒三分斃，二分以上，皆有賞罰。 |
