5  | 庚午，武功大夫、忠州刺史、行營中䕶軍、右軍統領劉紹先知隨州，武功大夫、忠州刺史、閤門宣賛舎人、江南東路宣撫使司統領軍馬楊伯孫知郢州。 詔行在諸倉監官，任滿受納不擾及無欠折，與減三年磨勘。辛未，秘書少監吳表「臣言：親民之官，莫重縣令，除授之際，理宜措置。臣竊思之，將悉由堂除乎？則天下之大，縣令之衆，必欲人人自廟堂選授，勢有所不可行，欲望下諸路監司相度，取邑大而事劇，如平江之常熟、秀之華亭，婺之東陽，溫之平陽之類，素號難治者，毎路指定三五處，並従朝廷擇有風力自來作邑有聲者，三年為任，其赴官之初，優其禮數，依通判例，借與服色，或特許陛對任滿日，委有異政，或除貼軄，或賜章服，或遷官，或再任，或不次㧞擢，隨其治狀髙下而寵褒之，其不任軄者，罰亦稱是。如此，則能吏得盡其才，而事必舉，民必安，庶幾仰副陛下惻怛之意」。事下吏部，其後遂以常熟、山隂等為四十大邑， 吏部侍郎兼侍講劉大中言：「祖宗用人，內外一體，或自州縣入居臺閣，或由侍従出典藩方，因其所長，厯試以事，故於緩急之際，多有可用之才，近世以來，㢘耻道喪，既得患失，無復難進易退之䂓，為人擇官，寖成內重，外輕之弊，與監司、郡守者，謂之外，小人挂白，簡丹書者，方補外任，非惟待士也賤，葢亦視民為輕。臣近求對經筵，亦嘗進說及此，伏䝉聖諭，深以為然，臣因奏曰：陛下若革此風，請自臣始，儻不以臣為不肖，試以一郡，俾之自効，庶㡬稍全臣子進退之節，少革內外輕重之弊」。不許。 |
