12  | 丁丑，戶部侍郎李彌遜言：「祖宗之法，有便於國，利於民，可行於今者，發運一司是也。其制始於太宗淳化間，而備於仁宗皇祐之後，大槩不過權六路豐㓙，以行平糶之法。然今日之冝，比昔少異，不必盡循舊製，當師其意，損益而行之。臣愚謂當於經費之外，給糴本數百萬緡，復置一司，廣行儲積，分毫不得取供近用，三年之間，當有一年之蓄。臣謹條具發運司建置廢罷及今日可以依倣置使之因，伏望特加聖覽，参酌利病，斷以不疑而力行之，不勝幸甚！」詔吏戶部條具申省。戊寅，詔尹焞觧論語，書成，特賜六品服。己卯，詔上殿人曹匯與改合人官。庚辰，翰林學士兼侍讀朱震乞在外宫觀，趙鼎之免相也，自劉大中、范沖、林季仲、吕大中已下皆相繼補外，震獨居近侍如故，至是震乞祠之章，以謂夙夜自竭，圖報上恩，不敢雷同上辜任使，知臣者以臣為守義，不知臣者以臣為守株，自非陛下斷而行之，則如愚臣，黜已乆矣，今則大明垂照，公論漸伸，既俊乂相率而在官，則支離豈煩於攘臂？不許。辛巳，太常少卿蘇符言：「今嵗當行祫享，而在諒闇，內乞用熈寜故事，移就来年孟冬」。從之。 |
