10  | 八月壬午朔，勅令所刪定官楊造面對，論宗室登科換京秩者，初未經任，即授大縣，慮於民事未能諳練，望依倣進士例，俟歴任有舉主者，乃授以縣，庶㡬仰副陛下加恵元元之意。詔吏部措置，其後吏部請似此之人，並注縣丞或監當差遣，理作親民資序，竢一任，囬任內有舉主一員，方許注授知縣，從之。丙戍，左朝請大夫鄭作肅知吉州，還入見，奏木州自兵火後，每嵗樁辦黃河竹索錢六千六百餘緡，見拖欠四萬餘緡，重困民力，望將未起及日後合起之數，並賜蠲放。上可其奏，秦檜怒，後旬日，殿中侍御史董徳元即奏作肅朋附席益中傷善類，及知常州張浚主兵，行橫歛之法，作肅極力率，先督辦其數，冠於諸州，比守吉州，多歛軍需，賤市官米，又賈販油布之屬，以規厚利，欲望重作施行。詔令本路提刑司取㑹具案聞奏。 |
