9  | 甲申，降授光州觀察使、神武前軍統制、江州駐劄兼節制舒蘄黄州王復建武軍承宣使、江西沿江制置使、大理少卿張礿乞宮觀，上曰：「礿為理官，頗有平允之稱。邇来有司率多觀望鍛鍊，或至刑獄失當，甚非朕所以欽恤之意。人命至重，豈可忽擇其尤者，當痛加懲艾」。大抵刑獄以明恕為先，深戒慘酷。趙鼎曰：「礿亦乆任理官，不畏強禦，極有執守」。上曰：「當議陞擢，以為理官之勸」。參知政事沈與求奏：「頃臣曲謝，已䝉衣帶之賜，乞罷正謝日所賜衣帶鞍馬。許之。 初，淮東州縣聞敵入犯，承楚之民相率控守水寨，而帥司選官除去運河壩閘，以阻敵兵。至是，言者以為若使承楚水澁船不能動，則民社失其地利，敵騎衝突，直至江岸，占據渡口，復驅江北之人，以布土袋填塞壩閘，頃刻可辦，依舊引取陂塘之水，舟船復可通運，是乃所以助其勢，大害有四，無一利也。一者貽敵之笑，謂我畏彼，反生欺忽之心。二者以顯官兵無北渡之意，愈失江北人心。三者，水寨既失，地利，忠義之人無以措手足，反墮敵計。四者，鹽商不行，有誤朝廷進軍財計，誠為痛害。 |
