戊戌右司諫王縉入對,論簽書樞密院事折彥質之罪,大略謂彥質於敵馬南向之時,倡為抽軍退保之計,上則幾誤國事,下則離間宰臣,乞賜罷黜。先是,張浚自江上還平江,隨班入見,上曰:郤敵之功,盡出右相之力」。於是趙鼎惶懼,復乞去,浚入見之次日,具奏曰:「獲聞聖訓,惟是車駕進止一事,利害至大,天下之事,不倡則不起,不為則不成。今四海之心,孰不想戀王室?金豫相結,脅之以威,雖有智勇,無由展竭,三嵗之間,賴陛下一再進撫,士氣從之而稍振,民心因之而稍回,正當示之以形勢,庶幾乎激忠起懦,而三四大帥者亦不敢懷偷安茍且之心。夫天下者,陛下之天下也,陛下不自致力以為之先,則被堅執銳,履危犯險者,皆有解體之意,今日之事,存亡安危所自以分,六飛儻還,則有識解體,內外離心,日復一日,終以削弱,異日復欲下廵幸詔書,誰為深信而不疑者?何則?彼知朝廷姑以此為避地之計,寔無意扵圖回天下故也。論者不過曰:萬一有警,難扵逺避。夫将士用命,扼淮而戰,破敵有餘,茍人有離心,則何地容足?又不過曰:當秋而戰,及春而還,此但可以紓一時之急,年年為之,人皆習熟難立國矣。又不過曰:敵占上流,順舟可下。今襄、漢我有舟,何自來?使敵有餘力,水陸偕進,陛下深處臨安,亦能安乎?上翻然從其計,浚因獨對,乞乘勝取河南地,擒劉豫父子。又言劉光世驕惰不戰,不可為大將,請罷之。上問嘗與趙鼎議否?浚曰:未也。浚見鼎,具道其故,鼎曰:不可豫机上肉耳!然豫倚金人為重,不知擒滅劉豫得河南地,可遂使金不內侵乎?光世將家子,將率士卒多出其門下,若無故罷之,恐人心不可。浚不悅,鼎復言強弱不敵,宜且自守,未可以進。繇是與彦、質俱罷云。 是日,京東、淮東宣撫處置使韓世忠引兵攻淮陽軍,敗之。此據趙甡之遺史、國史及世忠碑誌皆無之。日厯紹興七年正月十六日戊寅,京東、淮東宣撫處置使司差右武大夫劉寛齎㨗報前来行在所投進,有㫖劉寅特與轉一官回授,即此事也。餘見七年正月辛巳。己亥,賜劉光世、岳飛詔曰:「國家以叛逆不道,狂狡亂常,遂至行師,本非得已,並用威懐之略,不専誅伐之圖,葢念中原之民,皆吾赤子,廹於暴虐之故,来犯王師,自非交鋒,何忍輕戮?庶幾廣列聖好生之徳,開皇天悔禍之衷,卿其明體朕懷,深戒將士,務恢逺馭,不専尚威,凡有俘擒,悉加存撫,將使戴商之舊,益堅思漢之心,蚤致中興,是為偉績,毋或貪殺負朕訓言」。樞密院奏光世之将馬,欽飛之将寇成等捕掠各五百人,並行處斬,已詰問欽成,故有是詔。 翰林侍讀學士范沖入見,因引疾求去,不許。
