15  | 癸未，殿中侍御史周秘言：「昨見淮南州軍相繼乞展放稅限，朝廷皆従其請。聞淮南州縣皆有收撮課子之例，夏則撮麥，謂之義麥，冬則撮穀，又有所謂助軍米者。又有所謂借牛租者，名色不一，扵百姓所收之物，往往取至四五分重歛如此，而乃以愛惜民力為言，公然欺罔朝廷，使百姓虛被放免之恵，如此則淮南之民何時而盡歸？蓋稅賦則所取者少，收撮則所取者多，稅賦則所取者有限，收撮則所取者無時，今誠欲信朝廷寛恤之，令發州縣官吏之姦寛，百姓輸納之力，則收撮課子，所當嚴禁。昨雖已有旨收撮牛租，不得過兩石，然既已許之收撮，則安能限以石數？欲乞將淮南田除請佃，依己立定課子輸納屯田，合官私中外，分其餘並不得依前輸納課子，如舊例牛租之類，亦令一切禁止，或敢違戾，並許百姓越訴，官吏重寘於法。如州郡財計不足，令監司守臣別行措置」。詔提舉司體究改正訖，申尚書省。甲申，權戶部侍郎王俁言：「車駕駐蹕浙右，東南商賈繁盛，兼物價倍貴，比之昔日不同。乞今後諸路酒稅務監官任滿未立到新額去處，並且以紹興三年數為則，比較推賞。如當年數少，扵舊租額即自舊租額。此較不惟稍革僥冐，又使用心催趂課利従之。 |
