4  | 紹興六年五月戊辰朔，輔臣進呈殿中侍御史石公揆論六部不任責法可遵，禀者乃申之朝廷，事當勘當者，又推之於司，上曰：「六部長貳侍從髙選，自當一面裁處，豈有不能決斷一部事，而一旦為執政，便能決斷天下事耶？」趙鼎奏：「近時卿監以上補外職名髙下不一故事，如侍郎在職未及二年，止得帶制，今一例除雜學士太優，欲令兩省討論」。上曰：「卿等便可商量，立為定制，亦免有好惡厚薄之嫌」。乃命兩省官同吏部長貳討論，申尚書省。 徽猷閣直學士胡世將試尚書兵部侍郎。世將自江西召還，乃有是命。 左中大夫富直柔充資政殿學士、提舉臨安府洞霄宮。 湖南制置大使呂頥浩乞本路州縣已注未上官，盡八月不至者，許奏辟一次，又請催廣西運所糴賑濟米，皆許之。先是，去嵗旱傷，湖南尤甚，頥浩既入境，即奏截撥上供米三萬石，及令廣西帥漕、兩司備五萬石水運至本路，以充賑濟，又乞降助敎勅度僧牒，誘上戶糴米，民不能耕，則借之糧種，夏稅亦俟秋成倂輸，全活甚衆。己巳，保靜軍承宣使、提舉萬夀觀髙世則為感德軍節度使、充觀使，亦用宣仁遺恩也。 |
