5  | 庚申，初定江西諸州部載上供米綱賞格，用直敷文閣，新江西轉運副使李邦獻請也。先是，江西上供米，自二十一年至今未起者七十萬餘石，已起未至者一百六萬餘石，㑹邦獻辭行奏事，上命併綱促行，期以半嵗，邦獻言：「江西米運，其弊有五，若不別行措置，實恐有悞朝廷指擬之數，一則部綱不得其人，及支錢米，作弊百端，二則官綱舟船㓕裂，不堪乗載，三則水脚糜費等錢不足，四則不曽措置，摺運逺邇，輕重不均。五、則卸綱處乞取太重，斗面太髙不除，擲颺折耗，所以失陷數多，甚則篙梢侵盗，因而逃竄，舟船乆繋岸下，至於沉溺損壊，乞募土豪及子本客人裝載，許将一分力勝搭帶私物，所過捐其税，如不願請船腳錢者，二萬石無欠，少補進義校尉，三萬石加一資，依軍功補官法，如土豪客船不足，許選差見任京官選人，大小使臣一萬石，一千里以上無欠失，減四年磨勘，二萬石减六年三萬石，轉兩官止，庶㡬米運通快，盡革乆弊」。戶部奏：「如邦獻請，仍募有家業及得所押物數不曾充役及犯徒刑之人，其自備人船，每石三千里，水腳錢三百文，命官仍許募寄居待闕官二千里以上推賞，如邦獻所乞之數，土豪、客人少欠三釐以下，與依格推賞，如三釐以上，補足，乃聴命。官欠三釐，展三季磨勘，欠五分，衝替，副尉以下勒停」。從之。詔太尉劉錡今年遇大禮，許奏補文資」。壬戌，閤門祗候劉汜為江南東路兵馬副都監，從其叔父錡之請也。 |
