6  | 乙巳，起復承務郎張斛言：「淮南兩路見有歸正人、守官或寄居者，慮人情猜忌，妄生事端，望量移入以南州軍，各令自言願徃何州居止，從之。時給事中、兼直學士院汪藻亦言：「自東晉以來，中原失據，故江南北僑立州郡，納其流亡之人，比金人入犯，多驅兩河之民，列之行陣，號為簽軍，彼其刼質以來，蓋非得已。今年建康、鎭江為將臣所招，遁歸者無慮萬人，此其情可見，莫若用六朝僑寓，法分浙西諸縣，皆以兩河州郡名之，假如金壇，謂之南相州，許相州之人，皆就金壇而居，其它類此，俟其入犯，徐以其職招之，彼既知所居各有定處，粗成井邑，父兄骨肉親戚故舊皆在，亦何為而不歸我哉？况浙西州縣昨經殺戮之後，戸絶必多，如令有司籍定田産頃畆，以僑寓之人計口而給，俟稍安居，料其丁壯，教以戰陣，皆精兵也，必爭先用命，永無潰散，與夫從彼驅擄，反為我敵者，其利害豈止相萬哉！ |
