19  | 甲戍，禮部侍郎常同面對，言：「兵革未息，正當馬上為治之時，而上至三省，下至州縣，尚循承平之舊，窮日之力，以從事於煩文曲禮，豈救弊之道。望詔大臣屏去細務，專帷幄之謀，責任六曹，隨事裁决。凡禮文法令，悉命裁定，以趨簡便」。翌日，上謂宰執曰：「聞三省文書極繁，卿䓁省閱，日不暇給，皆由六部官不任責，事事申明故也。豈有為尚書不能任一部之事？朕若擢為執政，便可裁天下之務。昨常同亦奏此事」。陳與義曰：「今日事比承平時極多？」趙鼎曰：「承平時朝廷尊嚴，上下有分。昨一小使臣馬前喧呼，臣恐其訴寃，乃求差遣耳。政由臣等不才，致朝廷之勢陵夷」。上曰：「此須與行遣天下事賞罰而已。若有罪不行罰，漸成姑息之風，誠為不便」。乃命六部措置，條具申省。 金人徙劉豫扵上京，給舊夫子廟居之。後封曹王。豫廢，年六十五。 |
