癸未，直龍圖閣、提舉杭州洞霄宮張忞復右文殿修撰，除名人。魏伯芻，復朝奉大夫。忞，金壇人，嘗為中書舍人。伯芻，開封人，故省吏也。王黼用為徽猷閣待制、提舉在京𣙜貨務。宣和末，為蔡京所廢，至是，並用赦復之。乙酉，詔百官言闕失，詔曰：「自今服采在職，其各悉心極言，凡言動舉措之過，差暨軍旅財用之闕失，人情之逆順、政事之否臧，號令不便於民，法制無益於國。若時施設，咸得指陳切至，而有根原忠鯁而無顧忌，亟當奬擢，昭示勸旌」。中興聖政，臣留正等曰：忠言之于國，猶脈理之於身也。脈理通而後身安，忠言用而後國治，否則首足不相為用，君臣不能無異意矣。漢髙祖、唐太宗俱以能聽言，而開創大業，武帝奢縱，能容一汲黯，武后滛虐，能容一狄仁傑而不至於亂亡，言之有益於人之國也如此。太上皇導臣使言，委曲開諭，無所不至，三紀之間，博謀兼聽，見於施設者不可勝紀，間有逆耳咈意之論，自敵以下受之所不能堪者，亦欣然聽用而不拒，非甚盛徳，其何能爾？中興之功，有光前代，端自是而致之。　帶御器械張俊自杭州移兵討蘭溪僧居正，破之。
