九年正月，監察御史宇文融陳便宜，奏請檢察偽濫兼逃戶及籍外賸田。於是令融充使推句，獲偽勳及諸色役甚眾，特加朝散大夫，再遷兵部員外兼侍御史。融遂奏置勸農判官，長安尉裴寬等二十九人，並攝御史分往天下。慕容珣、王冰、張均、宋希玉、宋詢、韋洽、薛尧、喬夢松、王誘、徐楚璧、徐鍔、裴寬、崔希逸、邊沖寂、班景倩、郭廷倩、元將茂、劉日正、王燾、于孺卿、王忠翼、何千里、梁勛、盧怡、庫狄履溫、賈晉、李登、盛廙等，皆知名士。判官得人，於此為盛，其後多至顯秩。所在檢責田疇，招攜戶口。其新附客戶，則免其六年賦調，但輕稅入官。陽翟縣尉皇甫憬、左拾遺楊相如並上疏，盛陳煩擾不便。寬等皆當時才彥，使還，得戶八十餘萬，田亦稱是。憬遂貶為衢州盈川尉。融拜御史中丞。
