3  | 中领军沈演之以为：「龟贝行于上古，泉刀兴自周代，皆所以阜财通利，实国富人者也。但采铸久废，丧乱累仍，縻散湮灭，何可胜计。晋迁江南，疆境未廓，或土习其风，钱不普用。今封略开广，声教遐暨，金镪布洽，爰逮边荒，用弥广而货愈狭。加复竞窃翦凿，销毁滋繁，刑虽重禁，奸弊方密。肆力之氓徒勤，不足以供赡。诚由货贵物贱，常调未革。愚谓若以大钱当两，则国传难朽之宝，家赢一倍之利，不俟加宪，巧源自绝。」上从演之议，遂以一钱当两，行之经时，公私非便，乃罢。 |
